Saturday 27th June

I wasn’t going to get sucked into getting with the Lions again. I got away with it last week and wasn’t going to take any chances seven days on. However, there didn’t seem that much upside in buying the Boks over at 9, as I still thought it would be a tight affair.

The bet, in my opinion, was a sell of Lions points in the game at 18 as there seemed little downside. I sold £20 at 18 and sat back to enjoy the contest. It would be a miracle if they scored more than 20 points and I really felt that they could be restricted to a score of just 3, 6 or 9.

I cannot remember whether that theory lasted for 3, 6 or 9 minutes as the Lions had a penalty and a try on the scoreboard in no time. I didn’t panic, I just stared at the clock and wished it away. The problem was that the Lions reached my ‘selling point’ with over twenty minutes left which made for pretty uncomfortable viewing. A final make-up of 25 proved that miracles do happen (in my world of punting) and I was left with a £140 loss.

Sunday 28th June

Spent the afternoon at a Children’s farm/zoo with my wife and three little kids. We saw a heavily pregnant pig called Lottie who was hairy, frothing at the mouth and blowing like there was no tomorrow – she looked a little bit like that Welsh Lion with all the hair (rugby player rather than zoo animal – not sure you can get Welsh Lions, they’d make a hell of noise though!)

Listened to the Irish Derby on my mobile crouched behind a herd of rare breed cows so my wife couldn’t see. She either didn’t notice or thinks there is a cow in that herd who can do a hell of an impression of Tony O’Hehir! Fame and Glory bolted up which was fantastic news as I’d backed him earlier in the week at 5/2 before Sea The Stars was withdrawn. Nothing beats cheering home the Irish Derby winner whilst crouching down and staring at a pair of udders!

Monday 29th June

England under 21’s are in action but I have no view and decide to leave it alone. Tune in and watch Murray struggling in his opening set against a man called Wawrinka (I’m sure that was the name of the funny creature in Star Wars who argued with Obi-one Kenobi in the bar). Anyway, Wawrinka has a hell of a back hand and I sold Murray’s set supremacy early on at 18 for £20 in-running.

Wawrinka walked the first set 6-2 and I decided to buy back at 12 and take an £120 profit. It was on the table and it had to be taken – I always say, there are two kinds of people in life… the quick and the disappointed!

Tuesday 30th June

When I last went to Wimbledon a few years ago, they had a net you could serve into by the station and a machine which measured the speed of your service. I remember smashing it into the net and seeing 78mph flashing up – slower than your average female’s second serve. It was a disappointing display from a big lad and I remember putting everything behind the next swipe and getting close to 90mph.

Serena Williams’ first couple of first serves in her quarter–final match this afternoon were around 125mph… she’s got bigger thighs than me anyway. She’s probably got bigger balls too… but we won’t go there.

Anyway, I bought both the Williams’ sisters set supremacies as I expected them both to win in straight sets. I bought £20 of Venus at 15 ½ and duly made my £90 pretty easily. Then, I bought Serena at 6 ½ for £20 and made another £270. They are awesome… I wonder how far they’d get in the men’s side of the draw!

Wednesday 1st July

It’s Men’s Quarter-Finals day and Murray, Federer, Hewitt and Roddick are all in action. I was keen to get with Roddick against Hewitt but decide to leave it alone as the latter has already cost me a packet this tournament. The bet of the day for me was a buy of total games in the Federer v Karlovic match as I expected plenty of tie-break action. My initiation to the Internet and the World Wide Web occurred in 1994 in a large meeting room at an Atlanta hotel. Most of the 100 or so seats were empty. Those in attendance seemed fairly rabid about this new network and took exception to one speaker's prediction that the Web would become a major marketing vehicle. "Not gonna happen," said one attendee. "We'll spam them into submission if they try. We won't let this become commercialized." I kind of chuckled to myself.

Those early adopters were mainly concerned with protecting the Internet from commercialization and marketing. Security was not even part of the discussion. Now, it is threatening to dismantle the Internet as a communication and commerce tool.

Cyber attacks on U.S. government computer networks increased a reported 40 percent in 2008, according to data from the U.S. Computer Emergency Readiness Team. More than 100 million credit card accounts at Heartland Payment Systems were compromised last year. In November, the Pentagon suffered from a cyber attack in the form of a global virus or worm that spread rapidly throughout a number of military networks, and caused the agency to ban the use of external storage devices, such as flash drives and DVDs.

And this is just the tip of the Internet security iceberg. Enterprise networks are being used to launch phishing and other Internet scams, such as the Conficker worm that infected 12 million computers late last year.

IT directors everywhere are adding multiple layers of protection to their networks and constantly having to upgrade those measures to adjust for new threats. Is this good? Is the Internet too broken to fix? Is there a better path to enterprise network security?

According to John Markoff of the New York Times, "There is a growing belief among engineers and security experts that Internet security and privacy have become so maddeningly elusive that the only way to fix the problem is to start over."

One of the options being debated is a new "gated community" Internet, where users give up their freedoms and anonymity for safety. That alternative, however, does not sit well with Internet purists like those I met in Atlanta in 1994, who see such control as the antithesis of what the Internet should be.

"In many respects, we are probably worse off than we were 20 years ago," Markoff quotes Purdue University security expert Eugene Spafford, "because all the money has been devoted to patching the current problem rather than investing in the redesign of our infrastructure."

Stanford University scientists currently are working on a new network they say can be placed "underneath" today's Internet. While the Stanford Clean Slate project will not solve all the security problems, it will provide software and hardware designers with a toolkit they can use to make security an integral part of the network. Eight campus networks are expected to be using the "new" Internet by the end of the summer.

Not everyone agrees that a new Internet is necessary, particularly security vendors.

"I don't think today's Internet needs killing at all, but the creation of gated local networks is already with us today," says David Perry, global director of education at Trend Micro. "Certainly, as the age of Internet insecurity becomes more and more egregious, this will lead eventually into integrating more and more security into every facet of internetworking. It just can't happen in that 'tear it down and build a new one' kind of fashion."

Susan Wei, marketing executive at American Portwell Technology, agrees. "It's not feasible. People do worry about their privacy. However, unless their privacy is guaranteed by something as concrete as 'military-strength,' there is no point."

"On the whole, a shift like this on the entire Internet is unlikely," states Mark Parker, senior product manager at Marshal8e6. "There are far too many things that users of the Internet want to do anonymously. Adding a level of 'tracking' to what they do would be met with resistance by most users.

"Regardless of what changes are made on the Internet, the opportunists will always be attempting to find ways to bypass existing security," Parker adds. "Enterprises will need security devices that can protect the network and enforce the security policies for users."

According to Stephen Pao, vice president of product management for Barracuda Networks, "A shift in the Internet paradigm will happen in an evolutionary, not a revolutionary way. Many individual users (already) are abandoning e-mail as their default communication channel and are turning to media, such as social networks and IM, which already incorporate the ability to only allow authorized users to contact them."

Billy Austin, chief security officer at Saint Corp., says gated Internet communities already exist and that, while the current Internet is sure to get plenty crowded, it will remain as it is "forever."

"Regardless of what happens, we will still face the same challenges," he predicts. "We are already on the front end of IPv6, (but) will IPv6 be secure? Absolutely not, as crime will always be an issue with whatever industry starts up. In fact, we have many exploits and Trojans that are awaiting those that migrate (to IPv6). Hackers are already anticipating this move."

Economic and financial climate change: a business economist's perspective

This complexity is manifested in financial layering and disintermediation that has increased risk in the real as well as the financial sectors. The consequences of an adverse outcome of this risk are obvious in the current economic situation. This paper analyzes the imbalances that have arisen between the real and financial sectors and the consequences of the ballooning of the financial sector without producing positive contributions to the real sector and increasing risk to both. It calls for restraint on excesses of financial innovation and risk taking that cannot be held in check by market forces alone.

This paper is informed by over 20 years of working first in academia and later in the private sector as a business economist in the automotive and financial services industries. Those experiences, along with two years at the President's Council of Economic Advisers, have provided me with a rich and varied view of business economics and the changing business environment--both cyclical and structural. (1)

Because this is NABE's 50th anniversary year, I use the years 1958 and 2008 as the basis for contrast and discussion. There have been myriad changes to the global economic and financial environment since 1958. Without question, a key characteristic of that period is increasing complexity of financial transactions, culminating, in part, with disintermediation and the layering of financial instruments on top of each other in the late 1990s. This layering builds a pyramid, so to speak, of the financial instruments away from the underlying assets, as is seen today with mortgage-backed securities and other structured credit products. The impact of this layering--accompanied by the massive bundling and then worldwide distribution of these instruments--is unprecedented in size and scale. This paper will focus on how these financial innovations played a crucial role in contributing to a severe imbalance between the financial and nonfinancial sectors of the economy. As has been painfully and cataclysmically demonstrated in these past months, this inequality means the relationship between these two sectors changed; and, as a consequence, catastrophic imbalances resulted. I will also discuss the implications of these imbalances, how they might be resolved, and how the United States might fare in a rapidly changing world of economic growth and wealth creation in emerging markets.

1. Looking Back 50 Years

The crossroad and disequilibrium between the nonfinancial and financial sectors during 1958 to 2008 evolved in ways no one could have predicted. In 1958, the global economy was nascent but growing at a rate that was boosted by recoveries following World War II. Europe was bearing fruits from growth in manufacturing output. In fact, the 1950s were part of the European "Golden Age," aided by postwar stimulus, technological advances, and currency devaluations as part of the Bretton Woods system, that allowed export growth to accelerate. Meanwhile, the U.S. economy fell into recession in August 1957 and troughed in April 1958. This was followed by a very brief expansion that ended in April 1960. With a $2 trillion U.S. economy, the first quarter of 1958 fell at an annual rate of 10.4 percent--steep by any measure. Consumer spending fell over five percent. Fifty years ago, over 50 percent of the $7 trillion global economy was represented by U.S. and European output, as shown in Figure 1.

In contrast, today's global economy of $39 trillion is powering ahead with substantial growth in emerging markets. United States and Europe now represent less than 50 percent of global output, a much different profile than 50 years ago.

Most importantly, as shown in Figure 2, the structure of the U.S. economy has changed during this period. The financial sector (finance and insurance) of the economy has gained in prominence during the last 50 years. With the economy growing in real terms from $470 billion to $14 trillion today, the share of value added from manufacturing has shrunk from one-quarter of output to 12 percent in 2007, due to substantial gains in productivity and increased international competition, particularly from Japan and emerging market economies. At the same time, the share of finance and insurance has gone from under four percent to over eight percent during this period. Table 1 provides this historical comparison for employment as well. Finance employment was three percent of all jobs in 1958--as compared with 4.5 percent today. At the same time, the manufacturing job share has declined from 29 to 10 percent. The value-added "role reversal" between finance and manufacturing is a development that is now being reassessed in light of the significant deflation in the value of financial sector output.

Health information technology and financing's next frontier: the potential of medical banking

Calls to action for widespread adoption of electronic health records have come from a broad spectrum of the private and public sectors. The problem, to date, is not that information does not exist, as much as that the data have not been organized around the patient. An integrated Personal Health Record is a patient- or family-centered technology designed to capture not only the contacts with health care providers, but also personal information on insurance, diet, and personal preferences that a physician's health record will not capture. Medical banking, based on a new technology platform called the Integrated Health Card, is emerging as a solution to the problem of collecting and combining information from the electronic health record with personal health information. It may also be the only way for fledging health savings accounts to enable the price and quality transparency of the medical market that has been called for repeatedly in this decade. In analyzing the political and patient applications of widespread adoption of this new innovation, the positive contributions to social welfare are very likely to outweigh the negative.

Robust information technology (IT) is considered an essential component of a high-performance health care system that will deliver the best treatment to improve, restore, or sustain health for a fair cost. Calls to action for widespread adoption of electronic health records have come from a broad spectrum of supporters, ranging from the Institute of Medicine to the U.S. President. [Institute of Medicine 1999, 2001; Department of Health and Human Services 2004, 2006]. The problem is that the majority of the medical industry has not embraced IT to improve performance, as have other industries where success has been greater. These include financial services, retail, transportation, and manufacturing [Brynjolfsson and Hitt 2000]. With expenditures over two trillion dollars per year and an ever-increasing share of the gross domestic product, health care is a full-blown industry in its own right.

One of the key frustrations with IT investment in health care is the lack of connectivity between medical providers, patients, and payers. Specifically, the problem is not that IT investments have not been made [Burke, Wang, Wan, and Diana 2002] and that the data do not exist, as much as that the data have not been organized around the patient. In 2004, the Bush Administration made a commitment to accelerate the use of health IT to improve quality of care and lower costs. David Brailer [2005] proposed a strategic plan as health IT czar that would promote health IT interoperability between all key stakeholders. In particular, medical providers would be called upon to exchange medical data using a common set of standards. However, since 2004, interoperability has slowed because making health IT systems open and transparent has not brought about a shared sense of Pareto improvement among medical providers. Specifically, transparency initiatives are suspected of rewarding low-cost, high-quality providers and leaving others that have less affluent patients and/ or less profitability to suffer financially. Without a federal law that compels interoperability, the implementation of Dr. Brailer's vision has been lagging.

A new business model, "medical banking," has emerged that could change this situation for the better, from both a patient and provider perspective. Medical banking uses a new technology platform called the Integrated Health Card (IHC), which could provide a solution, scalable from existing technologies, to address the problem of collecting information from the electronic health record together with personal health information. It would also reduce transaction cost relating to the provision of health care. As it grows, medical banking will provide a powerful innovation to help deliver a high performance health care system.

In this paper, a vision for medical banking is stated. A patient vignette is used to illustrate how medical banking card technologies can be a viable platform for efficient utilization of personal health records (PHRs). And finally, a description of a set of factors is discussed to support the conclusion that some form of medical banking is highly likely but also quite disruptive to the status quo delivery system and to potential health reform initiatives.

1. Medical Banking Defined

The goal of medical banking is to enhance financial transactions associated with health care with information on the patient's condition, treatment outcome, and adherence to patients making their own human capital investments. If we consider Michael Grossman's [1972] landmark household production function specification, where medical care and other factors affect the production of health, medical banking explicitly makes it possible to collect the data necessary for a household production model to become a day-to-day reality and a part of the current financial transaction system in health care markets.

The response of small business owners to changes in monetary policy

The small business sector of the economy accounts for h0alf of private gross domestic product and well over half of private sector employment. Little is known about how these firms and the banks that serve them are affected by changes in monetary policy. Using data from the monthly surveys of the members of the National Federation of Independent Business, the impact of unexpected (between meeting) Federal Reserve announcements on owner expectations and hiring and spending plans are examined. Using interviews filled out during the month, "before" and "after" groups are analyzed to assess the impact of Federal Reserve announcements on firm behavior. Narrowing the analysis period to just days before and after Federal Reserve announcements permits the assessment of owner responses uncontaminated by other events. Changes in owner expectations and spending and hiring plans are shown to be translated into subsequent changes in actual spending and hiring that are often the opposite of what is suggested by conventional economic theory. Firms that do not use debt respond in the same way as those regularly active in credit markets. The results provide additional insight and richness to our understanding of the transmission channels through which monetary policy impacts the real economy.

The transmission channels through which changes in monetary policy affect private sector spending and hiring are incompletely understood, especially in the small business sector. Most research to date has been based on analysis of time series aggregate data on investment spending (including housing). However, the small business sector, which is responsible for most of the job growth and innovation in the U.S. economy and half of private sector gross domestic product (GDP), is quite different from the population of larger firms that has been the traditional focus of investments studies and monetary policy. (1)

This study documents how small firms react to unexpected changes in monetary policy. (2) Monthly survey data obtained from the National Federation of Independent Business (NFIB) illustrate how owner expectations are affected by these changes, with corresponding adjustments to spending and hiring plans, and ultimately changes in actual spending and hiring. These expectation and plan variables have been shown to be significantly related to spending and hiring at the macro level with a short lag [Dunkelberg, Scott, and Dennis 2003]. Thus, the results can provide some new micro level insight into how quickly changes in monetary policy work through the small business sector--and ultimately the aggregate real economy--and the direction of the effects of policy changes.

1. The Monetary Policy Transmission Mechanism

There are several schools of thought regarding the channels through which monetary policy exercises its influence on real economic activity. Recently popular is the asset price view [Taylor 1995]. This view focuses on the impact of changes in interest rates on the spending decisions of businesses and households through changes in asset values and exchange rates. The higher the market rate of interest, the fewer the number of investment opportunities whose rate of return exceeds the cost of capital and, consequently, the lower the level of investment spending. Also, rising interest rates change the price of current consumption and reduce financial market wealth, adversely affecting current consumption. Except for new housing (treated as part of gross private domestic investment), little empirical evidence is available to support the notion that interest rate changes have a strong direct effect on consumer spending. However, it appears that changes in asset values that are viewed as permanent do have a modest effect on consumer spending.

A second view focuses on the supply of credit and the lending criteria of banks. In this view, banks may not allocate credit simply through changes in the price of credit. They may also refuse to take on certain credit risks and not lend at any price (rationing). This credit supply view sees monetary policy producing changes in credit standards at lenders as well as in rates charged as the monetary transmission channel [Bernanke and Gertler 1995]. If the transmission channel is through the supply side (changes in banks' risk tolerance and lending standards), many firms will not notice the effect of changes in monetary policy until they apply for a new loan or a renewal (which many never do or do irregularly). (3) But, a simple model for affecting economic agents is not likely to be all-encompassing, leading to the observation that "... monetary policy works at least in part through 'credit' (i.e., bank loans) as well as through 'money' (i.e., bank deposits)" [Bernanke and Blinder 1992].

Other views rely on various structural rigidities in the economy that influence the transmission of monetary policy effects (the friction transmission view) to the real sector. Rigidities in the wage structure, price setting, or the ability of economic agents to reallocate assets in their portfolios explain why changes in nominal variables like the money supply or credit can affect real variables [Christiano, Eichenbaum, and Evans 1997]. These models typically depend on expectations of future inflation or nominal returns to drive decisionmaking as the means of transmitting the effects of monetary policy to real variables.

American business and the new social regulation

Beginning in 2007, many U.S. industry associations radically adjusted their national political lobbying strategies to support legislative enactment of social regulatory policy, policy that is primarily designed to address issues related to health, safety, and the environment. The regulations that are derived from such policy are generally limited to a specific issue, but they also have the power to regulate across industry boundaries. The normative justifications for environmental, health, and safety regulation often include the impact of negative externalities generated from a manufacturing process on employees and the natural environment and/or the existence of "information asymmetries" between business and the consumer concerning potentially harmful physical qualities associated with products [Dudley 2005, p. 33].

Throughout much of this decade, much of the American business community embraced an adversarial public policy position to enacting federal environmental, health, and safety mandates. The general position of the U.S. business community is that industry regulation is often unnecessary and a costly "regulatory tax" on their operations--much of which is passed directly through to the American consumer. (1) However, their rent-seeking, nonmarket activity has recently evolved into a more cooperative approach with other public policy stakeholders, including consumer interest groups and governments, to enact new social regulatory initiatives [Lipton and Harris 2007]. Moreover, there are other times when specific industries lobby their elected representatives to enact legislation for a national regulatory framework. For many domestic industries, this appears to be one of those times. Although major industry associations such as the U.S. Chamber of Commerce and the National Association of Manufacturers have continued to "stay the course" with their largely antiregulatory agendas, other industry-specific associations, such as the Toy Industry Association, the Specialty Vehicle Institute of America, and the Grocery Manufacturers Association, are supporting stricter federal regulatory controls over their products [Williamson 2008].

A confluence of legal, political, and economic factors are motivating this industry-based effort to enact new federal social regulations [Lipton and Harris 2007]. Legally, there are many industries looking for protection from product liability lawsuits and anxious to eliminate a patchwork of state product liability laws or civil legal actions. Having been unsuccessful at enacting tort reform legislation in Congress, since 2004 the Bush administration--with strong industry support--is using executive branch rule-making authority to include preemption clauses in preambles of new federal regulations. In particular, these block consumer product liability lawsuits filed under state law from being heard in state courts, where juries are more often receptive to a plaintiffs' claim against a corporation [Yost 2008]. (2) At the request of corporate defendants who seek legal venues less biased against them, these product liability cases are then adjudicated in the federal court system. Since 2005, such preemption clauses have been included in 51 administrative rules proposed or adopted, with 41 of these administrative rules promulgated by the U.S. Food and Drug Administration (FDA) and the National Highway Traffic Safety Administration [Yost 2008].

Politically, industry groups are concerned (and legislative activity in the 110th Congress offers reasonable justification) that the new Democrat majority in the U.S. Congress will institute a major social and economic regulatory agenda with burdensome administrative rules for the business community to implement. With the Bush administration still wielding the Presidential veto and in control of the executive rule-making process until January 20, 2009, manufacturers are hoping to acquire new regulations in 2008 that they consider less costly and burdensome to implement than what could result if both the executive and legislative branches of the federal government are Democrat-controlled in 2009.
